Some rich countries are seeking new rules under the U.N. climate convention that campaigners say would allow them to gain credit for “business as usual.” Russia, Australia, Canada and some EU countries are among the accused. The rules relate to land-use change, which can either release or absorb carbon, depending mainly on whether forests are planted or chopped down. Rich countries, apart from the U.S., could account for about 5 per cent of their annual emissions through this loophole. The U.S. is not involved in these negotiations because the proposals fall under the Kyoto Protocol, of which it — alone among developed countries — is not a part. By way of comparison, 5 per cent is roughly equal to the total emissions reduction that developed countries pledged to make between 1990 and 2012 under the Kyoto Protocol. The benefit for some countries, notably Russia, would be much greater. This would allow developed countries to circumvent their obligations on reducing emissions. These are double standards that make us question the legitimacy of the whole process. If rich states tell us we have to adopt robust standards [for REDD] and then use forestry as their biggest get-out clause — it's double standards, it's climate fraud. Diplomats from developing countries have also criticised the proposals, which are under discussion during a fortnight of talks in Bonn under the U.N. climate convention (UNFCCC). Some have suggested that rich countries would operate their forestry sectors under looser accounting rules than developing nations would face under the REDD mechanism (Reducing Emissions from Deforestation and forest Degradation). Several different “fudges” are up for discussion in the draft text that would create the 5 per cent (or 500 megatonnes of CO{-2}) loophole. One would allow countries to measure emission reductions or increases against a “forward-looking baseline.” In other words, a country would decide how its land-use carbon emission or absorption would be likely to change in future, and then to measure actual performance against that baseline. By contrast, developed nations have to measure emissions from every other sector of their economies simply for what they are — against a zero baseline. A second proposal, from Russia, would mean that countries would not have to count emissions from land-use change until land-use changes across the entire country resulted in net emissions. Currently, Russia's land-use sector is a big net absorber. In addition, each governments could decide which aspects of land use change to include in its emission reports — which it would then compile and submit to the U.N. Delegates from some EU countries have suggested that others with large areas of forest — such as Austria, Finland and Sweden — are pushing for lax regulation, along with Russia and Australia. But the European Commission's chief negotiator, Artur Runge-Metzger, said the EU favoured tighter rules. “Certainly from the EU side, what we want to see is a system where we have the highest environmental integrity that is possible”. The U.N. talks here are due to conclude, and to set out some goalposts as governments look to the next U.N. climate summit in Cancun, Mexico, at the end of the year. Small island states and many of the world's poorest nations are demanding that Cancun must see agreement of a legally binding global treaty, but many others are pushing for a “bottom-up” approach that would seek small but concrete agreements in key areas such as REDD.

By K. Prafull The fall of Lacesation Tigers of Tamil Ealam is closely related to the disappearance of factors which enabled it survive for 30 years against the might of Sri Lankan armed forces. The following factors are important in the rise and fall of LTTE. First, LTTE survived because of reluctance of international community to treat it as the terrorist organisation in the initial phase. It recieved ample material and financial support from Tamil diaspora settled in foreign counteries; with the obstruction of international community. It was, initially, able to project the image of a liberation movement fighting for the rights of a suppressed minority community. But after 09/11, the international community launched an all over war on terror. This led to the depletion of international support for LTTE and its recognition by international community. Second, for survival, LTTE Supremo Prabhakaran played a hide and seek game for long time and was ultimately exposed. Whenever, it faced military heat, it would agree for negotiations to find a political solution of the problem, buy time to regroup and strengthen itself, and finally to range from its promise of negotiations. It happened several times most notably when India brokered peace agreement in 1987 and Norwaygian brokered ceasefire agreement in 2002. But second time, the Sri Lanka government was not willing to oblige LTTE for any genuine ceasefire and the government abrogated ceasefire agreement and security forces went ahead with an all round war against LTTE. The third factor was the gradual alienation of larger Tamil community in Sri Lanka. But as the conflict went on without any viable solution in sight, the support of Tamil community to LTTE was forced due to fear of its military machine. The fourth factor was depletion in Indian support to LTTE after the assassination of Rajiv Gandhi on its behest. During the heyday of cold war in 1980s, India is alleged to have rendered financial, moral and military support to various Tamil Groups fighting in Sri Lanka. But after the assassination of Rajiv Gandhi, India changed its policy of active involvement in the conflict. This deprived a vital diplomatic support from India to LTTE during implementation of 1987 peace accord. It developed a secret understanding with the government of Sri Lanka as both demanded the withdrawal of Indian forces from Sri Lanka, which were sent in pursuance of the above accord. As far as Indian Stand on Tamil demand is concerned, India has never supported openly the separate homeland for Tamil by dividing the country. It has boristently upheld the they to give maximum autonomy to Tamils and find a political solution within the united Sri Lanka.

By K. Prafull Today India has a very special reson to feel proud. Supreme Commander of Indian armed forces Hon'ble Pratibha Patil's flight of supersonic fighter jet "Sukhoi" has landed. With this historic moment she became the first lady president in the world to fly Sukhoi. The aircraft was in the hand of award winning pilot to fly 75 year old lady president for 30 minute sortie. SU30-MKI is most advanced and modern aircraft, a generation ahead to F-16. With this flight air-force has given a clear message to youth especially girls to come forward and serve the country.

By K. Prafull I feel finding happiness is like finding yourself. You can't find happiness, you can make happiness, and you can choose happiness. I can remind a famous quote from Hugh Downs “A happy person is not a person in a certain set of circumstances, but rather a certain set of attitudes.” Yeah it completely depends over how you take thing. Our happiness depends on us only; I like to share a story with you it is about an ass, belonging to an herb-seller who gave him too little food and too much work made a petition to god to be released from his present service and provided with another master. God, after warning him that he would repent his request, caused him to be sold to a tile-maker. Shortly afterwards, finding that he had heavier loads to carry and harder work in the brick-field, he petitioned for another change of master. God, telling him that it would be the last time that he could grant his request, ordained that he be sold to a tanner. The Ass found that he had fallen into worse hands, and noting his master's occupation, said, groaning: "It would have been better for me to have been either starved by the one, or to have been overworked by the other of my former masters, than to have been bought by my present owner, who will even after I am dead tan my hide, and make me useful to him." This story tell sometimes we undervalue circumstances and mislay happiness unknowingly so we should always look at the positive side of the scene; the glass should be always half full, rather half empty. We convince ourselves that life will be better after we get MBA degree, get a job, we’ll certainly be happy when well get own house. We tell ourselves that our life will be complete when our spouse gets his act together, when we get a nicer car, are able to go on a nice vacation, when we retire. The truth is, there's no better time to be happy than right now. If not now, when? Your life will always be filled with challenges. It's best to admit this to yourself and decide to be happy anyway. One of my favourite quotes comes from Alfred D. Souza. He said, "For a long time it had seemed to me that life was about to begin - real life. But there was always some obstacle in the way, something to be gotten through first, some unfinished business, time still to be served, or a debt to be paid. Then life would begin. At last it dawned on me that these obstacles were my life." This perspective has helped me to see that there is no way to happiness. Happiness is the way. So, treasure every moment that you have and treasure it more because you shared it with someone special, special enough to spend your time with... and remember that time waits for no one. So, stop waiting ... until you finish school, until you go back to school, until you lose ten pounds, until you gain ten pounds, until you have kids, until your kids leave the house, until you start work, until you retire, until you get married, until you get divorced, until Friday night, until Sunday morning, until you get a new car or home, until your car or home is paid off, until spring, until summer, until fall, until winter, until you're off welfare, until the first or fifteenth, until your song comes on, until you've had a drink, until you've sobered up, until you die, until you're born again to decide that. There is no better time than right now to be happy and remember it’s only you who can make yourself happy.
